Why aren't my votes counting?

Our monthly dog contest is run using a service called ViralSweep. We have little control over the voting systems. We do only allow 1 vote per ip address, so if you are in the same household or on the same wifi, only 1 vote will count. You can only vote once per contest. Only votes from the US, Canada and Australia will register.
